On August 15, Dong Weimin, a member of the Provincial Party Committee Standing Committee and Executive Vice Governor, visited Huazhong Agricultural University and the Provincial Academy of Agricultural Sciences to conduct a research visit on the development of the modern seed industry chain. He also chaired a symposium. Yang Yan, Chairman of Shendi Group and President of the Provincial Poultry Association, was invited to attend the meeting and delivered a speech.

Dong Weimin visited the Grain Crops Research Institute of the Provincial Academy of Agricultural Sciences to conduct an on-site inspection of Hubei Province’s mid-term gene bank for crop germplasm resources and its associated demonstration base for experimental research. He gained a detailed understanding of the mid-term gene bank’s construction and ongoing scientific research progress.

After the survey concluded, a symposium was held in the auditorium of the Provincial Academy of Agricultural Sciences. Attending the symposium were provincial-level officials including Yang Changbin, Deputy Secretary-General of the Provincial Government; Liu Haijun, Director of the Provincial Department of Economy and Information Technology; and Jiang Xinghua, Director of the Provincial Department of Agriculture and Rural Affairs. Also present were expert representatives such as Fu Tingdong, an academician of the Chinese Academy of Engineering and professor at Huazhong Agricultural University, and Gui Jianfang, an academician of the Chinese Academy of Sciences and researcher at the Institute of Hydrobiology, Chinese Academy of Sciences. Speaking at the symposium were representatives from seven seed industry enterprises, including Zhu Wan Kui, Chairman of Hubei Agricultural Development Group Co., Ltd.; Ding Meishun, Chairman of Hubei Gushen Technology Co., Ltd.; and Yang Yan, Chairman of Hubei Shendi Group and President of the Provincial Poultry Association.

The Provincial Department of Economy and Information Technology and the Provincial Department of Agriculture and Rural Affairs each delivered reports on “the work related to our province’s modern seed industry chain, the current status of the modern seed industry’s development, and recommendations for next steps.” Representatives from various seed enterprises and expert representatives shared their insights and exchanged ideas around their respective fields, including rapeseed breeding, fish seed industry, rice seed industry, swine seed industry, and poultry and egg seed industry.
Yang Yan, Chairman of Shen Di Group and President of the Provincial Poultry Association, delivered a speech as a representative of seed industry enterprises, presenting a report on “the high-level development of Hubei’s layer chicken breeding industry.” He stated that China currently has 81 local chicken breeds listed in the National Atlas of Local Poultry Breed Resources, and Hubei Province accounts for 8 of these breeds, representing a national share of 9.88%. Hubei Province is a leader in China’s local specialty layer chicken resources, ranking first nationwide in both the number of native layer chickens in stock and their breeding volume. Currently, under the guidance of the Hubei Provincial Poultry Association, ten major agricultural industrial chains in our province—spanning five cities including Yichang, Xiangyang, Jingmen, Jingzhou, and Xiaogan (seven leading enterprises)—are working together synergistically, achieving remarkable results in areas such as poultry slaughtering and processing, as well as the breeding of local specialty layer chickens.

Based on the current status of local chicken industries in various provinces and cities across China, as well as the integration of local chicken breed resources in Hubei Province, Yang Yan suggests that, in future development, we should further promote innovation in the seed industry and the commercialization of research findings. By establishing a presence in China’s “Seed Capital” (Wuhan), we can cultivate nationally approved varieties, drive the upgrading of the seed industry, break through foreign “chip”-related bottlenecks and blockades, and contribute to rural revitalization. Specifically, he proposes promoting the existing variety Xinhua No. 2—pink-shelled laying hens—and conducting pilot-scale trials to promote Xinhua No. 3—green-shelled laying hens. We should also make full use of existing genetic resources and, over a five-year period, develop and submit for approval 3 to 5 new nationally approved varieties. To achieve these goals, four concrete measures are proposed.
After listening to the briefing, Dong Weimin, a member of the Provincial Party Committee Standing Committee and Executive Vice Governor, delivered a concluding speech. He stated that the seed industry is the “chip” of agriculture. Our province boasts abundant seed resources, a solid foundation in breeding research, and a relatively complete industrial and supply chain. All localities and relevant departments should focus on the five key links—conservation, breeding, propagation, promotion, and service—and ensure seamless integration across production, supply, and sales. They should also foster closer collaboration among government, academia, and enterprises, concentrate on priority areas, apply targeted efforts, address existing shortcomings, strengthen leading players, and scale up, enhance, and optimize the modern seed industry’s industrial chain.
